GEORGETOWN, Guyana — Guyana’s State Assets Recovery Agency said Wednesday it has launched an investigation into whether corruption played a role in the previous government’s 2015 decision to award two oil blocks to little-known companies days after ExxonMobil signalled it had found large deposits of oil and gas.The decision, which came less than a week before general elections, awarded the blocks to JHI Associates of Toronto and Mid Atlantic Oil and Gas of Guyana, which had been formed in the past five years and were not known as oil producers anywhere else on the globe, said agency Deputy Director Aubrey Retemeyer.“Yet they were handed the blocks without any public auction, without parliamentary oversight as the house was dissolved to facilitate general elections. There were no consultations with the opposition. There was also no signing bonus. We have to find out what laws were breached here and whether there was corruption,” Retemeyer told The Associated Press.Retemeyer said authorities want to find out who profited from the sales of the Kaieteur and Canje oil blocks that lie right next to the Stabroek block where U.S. giant ExxonMobil has so far found 13 wells flush with oil and gas as it rushes to begin production as early as November. Exxon estimates the blocks so far contain nearly 7 billion barrels of oil and has said it has not experienced such a strike rate of successful wells anywhere else in the world. Only two wells have come up dry so far.Retemeyer said Guyana’s previous administration knew oil was found as it had run a full-page advertisement in local newspapers a few days before the May 11, 2015, elections announcing that Guyana had found oil and encouraging voters to give the government an additional five-year term. It lost the elections to a coalition led by a retired army general, David Granger.The agency’s probe so far has shown that ExxonMobil bought into both of the small companies and has become the main operator as the firms had no large assets or major histories in the sector, Retemeyer said. He said the Canje and Kaieteur blocks are in the ultra-deep portions of the Guyana Basin and only companies like ExxonMobil, British Petroleum and a few others have the technology and ability to work in such deep waters.“It is astonishing that these two unknown companies were awarded blocks. The timing is significant,” Retemeyer said. “If the then-government had held on to these blocks or auctioned them off, the country would have gotten billions of dollars.”The agency said ExxonMobil and Total of France as well as Ratio Oil, an Israeli company, moved quickly to buy into the blocks without having to pay signing bonuses. Guyana got $18 million as a bonus for the Stabroek block, a figure that was roundly criticized in Guyana.ExxonMobil spokeswoman Deedra Moe has said the company “followed all applicable laws and regulations in acquiring its government approved license” and would co-operate fully with authorities.The state agency said it will look at the movement of ExxonMobil’s stock around the time the two small companies became major players in Guyana.“We will work with international partners with expertise in this area,” Retemeyer said. “We are not investigating Exxon. The UN Interim Force in Lebanon (UNIFIL) said the rockets fired into Israel came from the general area of Tayr Harfa in south Lebanon. The Israeli Defense Force (IDF) returned fire with a few artillery rounds directed at the location from where the rockets originated. The IDF meanwhile is continuing with the military operation it began on 27 December, with the stated aim of ending rocket and other attacks by militants in Gaza. The nearly two-week operation has reportedly led to some 680 deaths and injured more than 3,000.In a statement issued by his spokesperson, Secretary-General Ban Ki-moon condemned the firing of rockets against Israel from southern Lebanon and reminded the parties of their obligation to fully adhere to Security Council resolution 1701, which ended the 2006 war between Israel and Hizbollah, and to respect the cessation of hostilities agreement. “The Secretary-General is relieved that today’s incident did not escalate and urges both parties to exercise maximum restraint,” the statement added. UNIFIL Force Commander General Claudio Graziano, who also called for restraint to prevent any escalation of the situation, is maintaining close contact with the parties, who have reassured him about their continued commitment to maintain the cessation of hostilities, in accordance with resolution 1701.UNIFIL, in coordination with the Lebanese Armed Forces, has taken immediate measures to identify the perpetrators of the attack, for which no one has yet claimed responsibility. Additional troops have been deployed on the ground and patrols have been intensified across UNIFIL’s area of operations to prevent any further incidents. “Gender equality isn’t just a women’s issue. It is an issue for all. It is a rights issue because women’s rights are human rights,” declared Phumzile Mlambo-Ngcuka, Executive Director of the UN Entity for Gender Equality and the Empowerment of Women (UN Women), as she kicked off an event on the margins of the annual session of the Commission on the Status of Women. “Working with men and boys, transforming masculinity and traditional perceptions of manhood must be part of the gender equality agenda,” she added. Ms. Mlambo-Ngcuka highlighted a new campaign launched by UN Women last week on the occasion of International Women’s Day called #HeforShe, in which men all over the world are being encouraged to speak out against the inequalities faced by women and girls.Speaking directly to men and boys during the launch, she called on them to take a stand, to speak out and take action for their sisters, mothers, daughters and partners. “Because silence and inaction of good men conspire against women,” she stated. Today’s event, organized by Switzerland and Brazil, focused particularly on engaging men and boys to achieve the Millennium Development Goals (MDGs) – which call for the reduction of extreme poverty and other global ills by 2015 – for women and girls. MDG 3 is specifically targeted to gender equality and the empowerment of women. “Persistent gender inequalities and discrimination of women and girls are a major obstacle to sustainable development, including poverty eradication and economic growth,” said Benno Bättig, Secretary-General of the Federal Department of Foreign Affairs of Switzerland and moderator of the discussion. MDG 3 gave women’s issues some visibility, he noted, however it is silent on several key gender issues, such as violence against women and women’s unequal participation in decision-making. To address not only the symptoms but the very root causes of discrimination against women and girls, Switzerland supported a stand-alone goal on gender equality and women’s empowerment in the post-2015 development agenda. “To overcome structural impediments to full gender equality, gender roles and relations must be transformed,” said Mr. Bättig. “And this transformation not only concerns women and girls, it requires the active involvement of men and boys.” He added that while the engagement of men as allies has received little attention so far, it can have significant benefits for women and children, as well as for men themselves in contributing to the full achievement of all the MDGs. The Swiss Government supports a project called “the part-time man” that promotes flexible working hours and conditions that allow men to spend more time with the family and giving women more time for their careers. “Furthermore, our experience has shown that in societies where social norms and family honour are prevailing factors, a positive change in women’s social status is only possible when men’s attitudes change,” Mr. Bättig stated. “We thus have to work with men and boys as strategic allies and partners to achieve gender equality.” Bafana Khumalo, of the South Africa-based gender equality organization Sonke Gender Justice, highlighted the engagement of men and boys as a means to try to limit the spread of HIV and promote women’s empowerment. He highlighted Sonke’s flagship campaign, known as “One Man Can,” which has proven to be an effective way to change the HIV and gender-related behaviours and attitudes of men and women. It also contributes to the decrease in the use of violence by men against women, reduces the number of sexual partners, and increases their use of condoms, testing and services. Sonke’s framework for engaging men and boys emphasizes three critical perspectives, he noted. These are involving men and boys as agents of change; engaging men and boys as equal partners; and treating men and boys as clients, so they can access and utilize services relating to their sexual and reproductive health rights. Also highlighting the need to view men and boys as agents of change was Oswaldo Montoya from Nicaragua, the Global Coordinator for MenEngage, who also stressed the importance of offering men and boys opportunities to help them “step out of the masculinity box” and providing them with safe spaces to do so. “I would like to propose to men and boys: forget about masculinity, embrace your humanity,” he stated. Mr. Montoya also encouraged UN Women to appoint a focal point to advance the important work being done with men and boys and to engage more of them in the pursuit of gender equality. Antonio de Aguiar Patriota, Brazil’s Ambassador to the UN, said that gender should be taken to refer to both women and girls, and men and boys. “When we discuss gender, we generally miss the reality of men and boys, their potential contribution to the empowerment of women and girls and their own gender-related specificities and vulnerabilities. “Fully addressing all dimensions of gender inequality is a task that each and every one of us has to take very seriously – rich and poor, North and South, government and non-governmental organizations, government and private sector, men and women.” A “sobering reminder” of the comparatively unfavourable situation of women in the world, he pointed out, is that out of the 193 Member States of the UN, only 8 have women serving as President and 13 as Head of Government. “I am convinced that it is truly revolutionary to bring men and boys on board on the discussions on overcoming gender inequality,” Mr. Patriota said. “As we acknowledge that mainstream and rigid concepts of masculinity and femininity reinforce unequal and vertical power relations between men and women, we also help to accelerate progress on gender equality… “It is time for men to join forces and enhance their role in helping to achieve a more egalitarian society. This is a win for women, a win for men and a win for our common humanity.”

West Dublin feud: House gutted by fire after being attacked with rocks, hammers and petrol The attack happened this morning at about 11.20am when two men were inside. A HOUSE WAS set on fire in Corduff this morning in an attack that’s being linked to an ongoing feud in west Dublin. The incident happened on Westway View at about 11.20am when four men used rocks and hammers to target the sitting room windows of the house. Hatchets are also believed to have been used on the front door before a bucket of petrol was poured in the window and set alight. Two men were upstairs at the time of the incident but managed to escape the house uninjured. One of the men is understood to have gone back inside to assist the other man’s escape. Attack on Titan Season 3 is coming sometime next year, which seems like a long time to wait. However, fans that remember the four-year wait between the first and second season are absolutely thrilled they’ll get to catch two seasons of the show in two consecutive years. The latest is a motif of all the Survey Corps members who are still alive at the start of Attack on Titan Season Three. After many more steps, they eventually showed that the predicted energy spectrum of a quantum system corresponds to the distribution of primes in the factorization ensemble of a number. From this information, the researchers can determine the probability that a prime is a factor of that number. To test the validity of their method, the physicists tested certain numbers and compared their results to the actual distributions obtained using prime number tables, and found very similar distributions. The physicists theoretically demonstrated that the proposed quantum simulator can factor numbers that are many orders of magnitude larger than those that have been factored with quantum computers. In their paper, they report the results of using their method to determine the probability distribution of the prime factors of a number with 24 digits. Further, the method does this with far fewer resources than required by classical factoring algorithms.”In quantum theory, the algorithmic complexity is only polynomial with the number of bits of the number to factorize,” Rosales said. “As a matter of fact, our first results seem to confirm that the simulator requires only (log√N)3 quantum states to reproduce its spectrum of energies, a very encouraging result.”One final point of interest is that the new method has strong connections to the Riemann hypothesis, which, if true, would suggest that the prime numbers are distributed in a predictable way—in the same way as the distribution of the zeros of the Riemann-zeta function. Proving (or disproving) the Riemann hypothesis is one of the greatest unsolved problems in mathematics, and one of the Clay Mathematics Institute’s Millennium Prize Problems.”The primes should behave as quantum numbers if Hilbert-Polya’s conjecture applies,” Rosales said, referring to the long-standing approach to proving the Riemann hypothesis.Going forward, the researchers are currently working on the experimental implementation of the quantum simulator by using two entangled particles in a Penning trap. “The fully quantum treatment of the simulator would require quantum optical analysis of the interactions of photons with two (or more) entangled ions in a Penning trap,” Rosales said. “This part of the program is yet in development. The aim is to build a quantum factoring simulator experimentally. Every pair of primes that solve the problem re-arrange themselves to form a regular pattern: the band spectrum of the quantum simulator.”The general idea behind the quantum simulator is something called the “factorization ensemble,” which the researchers introduced previously. It is based on the idea that the primes are ordered from least to greatest (for example, 2 is the first prime, 3 is the second prime, and 101 is the 26th prime). It’s also possible to take the square root of any number, and then compare the result to the closest prime. For example, the square root of 27 is a little more than 5, which is the third prime.
