Kolkata: The disciplinary committee of Trinamool Congress will take the final call regarding Sabyasachi Dutta- the Mayor of Bidhannagar Municipal Corporation (BMC), said state Municipal Affairs minister Firhad Hakim on Sunday. Dutta has been under the party’s scanner for his anti-party statements.Hakim held a meeting with the councillors of BMC at Trinamool Bhavan. “I conducted the meeting as an observer. The councillors have given their opinion on the issue. I will submit the report to our party chief. It is the responsibility of everyone to maintain discipline of the party while he/she is with the party. If somebody does not toe the party line then the disciplinary committee will take its stand and our supremo will take the final decision in this regard,” Hakim told reporters after the meeting. Highly placed sources in the party who attended the meeting said that Deputy Mayor Tapas Chatterjee has been given some additional responsibilities regarding the affairs of BMC. The Mayor-in-Councils’ meeting scheduled on Monday is also likely to be conducted under the leadership of Chatterjee. He held state Power minister Sobhandeb Chattopadhyay responsible for failing to increase salaries of the employees and threatened that there will be no power supply if this situation continues. Trinamool Congress took a strong exception to the speech and hurriedly called a meeting of the councillors of BMC. For quite some time, a rumour has been doing the rounds that Dutta would join the saffron brigade. It had gathered momentum when Mukul Roy had visited Dutta’s house before the general election. However, Dutta had then dismissed the rumour of him joining BJP. It has been learnt that some councillors had alleged Dutta hobnobbing with BJP. Proving that their allegation is not without basis, Mukul Roy told newsmen on Sunday: “Because of Sabyasachi it was a smooth sailing for BJP.” It may be recalled that Trinamool Supremo Mamata Banerjee had become annoyed with Dutta because of the poor performance of the party in the New Town Rajarhat Assembly segment. In 2014, Kakoli Ghosh Dastidar had taken a lead of over 73,000 votes from the segment, which has fallen drastically in 2019. Dutta said he had gone to attend the meeting being the president of the union of the West Bengal State Electricity Distribution Company Limited and he had not done anything that went against the interests of the party.
Lottery winners in Quebec are getting a new way to practice saying ‘No’ when asked for money.Loto-Quebec began offering virtual reality technology Wednesday to winners who might have trouble knowing what to do or say when faced with exuberant family members excited by their windfall, siblings offering unsolicited investment tips, or friends hinting that they’d like to join them on a big trip.Lotto spokesman Brian LeCompte says it involves wearing a headset that immerses the user in various scenarios they will likely face at a house party or in the workplace.“One of the situations that they’re put in is they’re at a party at someone’s house with friends and family and the mother pops into the frame and says ‘Congratulations!’ and then goes on to talk about how she’s always dreamed about having a condo in Florida,” says LeCompte.“They’re all just little situations where the person is speaking to you. It’s virtual reality so you feel like you’re in the shoes of the person who won. And it just prepares them for what might be coming once they walk out the door with their cheque.”The eight-minute experience is meant to compliment existing counselling services, available to the roughly 1,500 people a year who win prizes of $25,000 or more.Winners are advised to seek out help from professionals, to identify their true needs, to learn to say no, and to think things through before making any decisions.Winners are then contacted one month and six months after their initial meeting at the prize claim office, with the vast majority reporting “a very positive post-win experience,” says LeCompte.Still, stories abound of people who fritter away big jackpots within years of winning, their lives upended by extravagant splurges, lawsuits, addictions and opportunists.LeCompte says the impact of a big win can vary greatly from person to person and his agency doesn’t keep statistics on how winners fare overall. But the provincial agency notes that a big windfall does bring big changes in a person’s life — they are immediately confronted with important emotional and financial decisions. The agency says virtual reality can provide meaningful support to winners, believing the technology “sensitizes them better than any other tool.”LeCompte says the first candidate is a man who scored a $500,000 prize on a mobile game, who was to pick up his prize Wednesday afternoon. There’s no obligation to use the headset, adds LeCompte, and winners of lesser amounts can request VR if they feel they need it.He says their Montreal and Quebec City offices have a dozen headsets, and that the project cost $100,000 for work that included casting and shooting the VR footage. The project is a partnership with Fondation Jasmin Roy, a group that hopes to one day use virtual reality to combat bullying and discrimination in the workplace.“We’re kind of the test for the others and they’ll be able to gain knowledge on what we’ve been through and the adjustments we had to make along the way,” says LeCompte.
Five stories in the news for Thursday, Sept. 20———FREELAND NOT CLOCK-WATCHING ON NAFTAChrystia Freeland and her U.S. trade counterpart are back at the NAFTA negotiating table today as time marches on towards a congressional deadline for a three-way deal before the end of the month. But the foreign affairs minister insists she’s not watching the clock. Rather, she says Canada’s negotiating team is focused on finding a compromise that meets the needs of all three countries as they work to modernize an agreement that governs $2-billion worth of trade every day. It’s been 13 months since the effort began — a time frame Freeland says is “absolutely normal,” given the complex and multifaceted nature of North American trade.———MCKENNA ‘NO QUITTER’ ON CLIMATE CHANGECanada’s environment minister said she’s no “quitter” despite calls Wednesday from David Suzuki for her to resign and a G7 meeting that didn’t shift her American counterpart’s firm opposition to the Paris climate agreement. Catherine McKenna started off the three-day Halifax gathering by telling a personal story of encountering young people in the Arctic who are worried local hunters are falling through the ice due to rising temperatures. The minister also spoke of translating the targets of the Paris climate agreement into action and said countries need to firm up rules around how the carbon emission targets will be enforceable. But by day’s end, she’d faced calls from Canada’s most prominent environmentalist to leave her job due to the prime minister’s support of the fossil fuel industry.———SEARCH ENDS FOR MISSING FISHERMEN OFF P.E.I.A search off Prince Edward Island’s north shore has ended without finding any trace of two fishermen who disappeared after their boat capsized in heavy seas and rain. Maj. Mark Gough of Maritime Forces Atlantic says the 12-metre fishing boat, the Kyla Anne, got into trouble at about 5:30 p.m. Tuesday. One man on board managed to swim ashore and call for help, prompting a sea, air and ground search. Gough says the search was ended Wednesday evening after more than 33 hours of searching by four vessels and three aircraft. He says the incident has been handed over to the RCMP as a missing persons case.———FEDS SEEK DOPE ON POT’S ‘CRYPTOMARKET’The federal government insists pot legalization will help the country snuff out crime — but internally it’s wondering what will become of the fuzzy world of illegal online weed transactions. The federal Public Safety Department is seeking outside help to learn more about the prominence of Canadian weed on the so-called “dark web.” A new tendering notice posted by the department says Ottawa is looking to commission a study that will estimate Canadians’ online cannabis transactions.———ALBERTA TO RETURN REHABILITATED BEARS TO THE WILDAlberta Environment says two black bear cubs being rehabilitated will be returned to the wild by mid-October despite concerns that it is too early. The Cochrane Ecological Institute, a non-profit wildlife facility, took in two cubs after the province lifted a ban in the spring that had been in place since 2010. The new policy allows wildlife staff to work with private facilities on the rehabilitation of cubs that are less than a year old. It recommends the cubs be released back into the wild by Oct. 15.———ALSO IN THE NEWS TODAY:— New Brunswick party leaders take part in a 90-minute debate at St. Thomas University in Fredericton.— Quebec’s political leaders take part in their third and final televised debate in Montreal.— Officials in Oxford, N.S., hold an information session on the Oxford sinkhole.— Governor General Julie Payette begins a two-day official visit to Newfoundland and Labrador.— The University of B.C. unveils a 13-metre long elasmosaurus skeleton — an ancient (late Cretaceous) marine reptile with a neck so long and heavy it would barely have been able to raise its head above water.

Srinagar: Former Chief Minister and President of the Peoples Democratic Party (PDP) Mehbooba Mufti on Saturday accused the Congress and the National Conference (NC) of weakening article 370 that gives special status to Jammu and Kashmir. Speaking to the media, Mehbooba said that while Congress leader Ghulam Nabi Azad had weakened article 370 by allotting thousands of kanals of land to the Amarnath Shrine Board in 2008, it was the NC that had surrendered the titles of ‘Wazir-e-Azam’ and ‘Sadr-e-Riyasat’ in 1975. Most people don’t go around all day and wonder what secrets might be hidden in their genes. Personal genomics startup 23andMe is in the business of getting people curious enough to look into it, though. Its latest persuasion technique comes in the form of a song — the song of you, in a way. The company says it can now create a piece of music from your genetic code. This isn’t an entirely new idea — DNA has been used as the inspiration for music in the past. The difference with 23andMe’s system is that it’s almost entirely automated. The pitch, key, and rhythm of the tune are all algorithmically derived from your personal genetic code. The factors that go into the music are more in the broad generalization category. The key, for example, is determined by the maternal haplotype, a collection of genes found in the mitochondria that can be used to trace ancestry. Genes that affect height, skin tone, and eye color are also used to work out the melody. The resulting tune won’t be a representation of your full genetic code, just the parts of it 23andMe has decided to focus on.The process is designed to make listenable music, not a collection of random noises like you might expect from the assigning of base pairs to arbitrary notes. 23andMe says that even with its normalization techniques, there are hundreds of thousands of possible melodies. The finished product is short, just a few seconds long. It’s a gimmick, yes, but I still kind of wonder what my DNA sounds like after being passed through the 23andMe music box.The 23andMe DNA test kit requires you provide a saliva sample, and it takes about 2-3 weeks to get your results. The kit does run you $299, though.via VentureBeat

If you’ve watched any amount of TV or walked around 0utside, you’ve probably seen some of the advertisements for LIFE. It’s that sci-fi horror movie with Jake Gyllenhaal and Ryan Reynolds that looks kind of a lot like Alien. Astronauts find an extra-terrestrial life form, bring it aboard, it eventually starts killing them. You probably know exactly what to expect from this kind of movie. Oh, and spoiler warning from here on out.LIFE (yes, the title is in all caps for some reason) takes place on the international space station, which is probably the coolest thing about this movie. The set looks amazing, and the claustrophobic tunnels of the space station, plus the fact that you can’t move that fast in zero gravity, make for some fairly tense chase scenes. Whatever your feelings are about the rest of the movie, you can tell they did their homework when it came to the layout and design of the ISS. The same goes for most of the science in this movie. Sure, it’s fudged in places because of Hollywood, but there’s nothing outrageously ridiculous. NASA may not have the funding to go into space for real anymore, but at least they can make our sci-fi movies slightly more plausible. The special effects are also really nice. The alien looks great and watching it move through space is mesmerizing in those few moments when it’s not killing the protagonists. Its first human kill, in particular, is an impressive bit of CG and by far the most uncomfortable to watch. When it’s still fairly small, it forces itself into Ryan Reynolds’s mouth and… does something to his insides. Whatever it did, the zero-g globules of blood erupting from his mouth was a very cool and properly disturbing picture. This is the highlight of the movie, as far as horror is concerned.Ryan Reynolds in Columbia Pictures’ LIFE.Also yes, Ryan Reynolds, the focus of 90 percent of the movie’s marketing, is in it the least. If he was your main reason for wanting to see this movie, well… that’s something to be aware of. It’s just as well. He sticks around just long enough for his sarcastic zinger shtick to get old. Here, we get to one of the main problems of the movie. So much effort went into the special effects, recreating the ISS and assembling a group of talented A-list actors. The script doesn’t seem to have gotten nearly as much attention. You’ll notice I talked about Ryan Reynolds’s death scene in the movie? After spending nearly two hours with these characters, I still didn’t care to remember their names and I don’t care to go look them up now. They are disposable targets with singular personality traits. Jake Gyllenhaal is depressed and bitter. Hiroyuki Sanada wants to get home and meet his newborn daughter. Rebecca Ferguson is a stickler about quarantine rules, which causes every problem. Ryan Reynolds is Ryan Reynolds.Aside from the general blandness of the characters, the pacing is all over the place. There’s a decent chunk in the middle of the movie where things move along at an exciting clip. The humans figure out a way to kill the alien, the alien outsmarts them. They try to hide; the alien finds a way in. It keeps the tension high and the movie entertaining if nothing else. Then there are long stretches at the beginning and end where the movie slows to a crawl. The moments leading up to the climax are especially dull. At that point the zero-gravity gimmick has gotten old, you’ve pretty much worked out how the movie is going to end, and it’s just an excruciating wait for the characters to catch up.Ariyon Bakare in Columbia Pictures’ LIFEThat’s a running problem throughout the movie. It’s predictable. You know exactly how every scene is going to play out as soon as it starts, and it usually takes way too long to get there. From the moment the alien grabs onto Ariyon Bakare’s hand, you know it’s getting broken. At first, there’s some fun in that. Suspense is all about anticipation, after all. But when the outcome is so certain, there is no suspense. There’s just a long wait for a predictable outcome. This leads to a movie with few surprises, and as a result, it’s not scary. Sure, there are exciting moments, and a couple of tense scenes that manage to pull off the suspense they’re going for. But it’s never scary. When you know exactly what’s coming, it’s hard to be frightened.Even the monster itself isn’t especially horrifying. It’s animated well, it’s a cool-looking special effect, but there’s nothing particularly memorable about it. After Reynolds’s death, it doesn’t even kill people in a, particularly gruesome way. It crushes them and moves on. For a movie with the same basic plot as Alien, I was hoping for something a little more nightmare-inducing. Maybe its name has something to do with it. I just can’t take a monster named Calvin seriously. Can’t wait for the sequel where they fight Hobbes.Miranda North (Rebecca Ferguson) in Columbia Pictures’ LIFE.LIFE is not nearly as stupid as you might assume going in, but it’s not as smart as it wants to be. While our heroes aren’t the dumbest group of scientists in science fiction (that honor still belongs to the crew of Prometheus), they’re just smart enough to remove any potential surprise from the movie. If all you want is some cool zero-g special effects, you won’t be disappointed. Hey, there’s a decent stretch in the middle where LIFE is an effective and enjoyable if less than scary, thriller. Otherwise, you’re probably better off rewatching Alien. That movie is still terrifying. Sponsored Stories New Year’s resolution: don’t spend another year in a kitchen you don’t like Ex-FBI agent details raid on Phoenix body donation facility It has suffered some setbacks and also made some gains. The checklist appears to point to a tie — with advantage, Islamic State:— The group has held on to its main hubs in Iraq and Syria, Mosul and Raqqa, as well as Fallujah, a strategic Iraqi town a short drive from Baghdad.— It is battling to a tie around Beiji, home to Iraq’s major oil refinery that has yet to fall but is surrounded. Iraqi security forces have poured resources and manpower into securing the refinery, where the militants have staged periodic attacks.— In Syria it was rebuffed by a massive air campaign in Kobani, a Kurdish town on the Turkish border. But in recent days, its fighters have captured the ancient town of Palmyra, site of 2,000-year-old Roman ruins. That has brought it closer to Damascus. There are coalition success stories — most recently in Saddam Hussein’s hometown of Tikrit, where 11th-hour U.S. airstrikes proved to be a game-changer after a large-scale Iraqi operation to retake the city stumbled. While air power has been well-suited to hitting command-and-control centers, storage facilities and infrastructure, Islamic State fighters have proven adept at reacting. August will mark a year since the campaign was launched after tens of thousands of minority Yazidis were forced to flee an onslaught by the militants in Iraq, causing a humanitarian crisis. It was clear from the start that a ground force was needed, and Iraqi and Syrian Kurdish fighters have had successes on the battlefield. The Iraqi military was also to play a key role: air power would soften up the extremists, weakening them or getting them to flee, and the Iraqis were to deliver the final blow or retake areas abandoned by the militants. That has not gone according to plan.Badly humiliated, Iraq’s Shiite-dominated army has shown little stamina in the mostly-Sunni cities taken by the Islamic State militants. In recent days U.S. Defense Secretary Ash Carter said it lacked the “will to fight” after fleeing Ramadi, the strategic capital of Iraq’s largest Sunni province, Anbar, leaving the Islamic State group in control of nearly all its territory, which stretches to the Jordan border.Overall the extremists remain in control of about a third of Iraq and Syria, equivalent to the amount of territory under its authority before the air campaign began. It continues to terrorize the population there, imposing its unforgiving brand of radical Islam and carrying out atrocities against minority groups, including sexual enslavement of women. Like the Islamic State group, the Houthis and their allies have devised tactics to avoid being hit from the air, using public transportation and motorcycles to deploy fighters or traveling at night, on foot or in vehicles with their headlights dimmed. And like the jihadis, they easily melt into urban civilian areas under their control — practically daring coalition forces to bomb them out. As long as the rebels control the local population and have little concern for the suffering of civilians, this can create pressure on the attacking side, which soon stands accused of humanitarian abuses.By contrast, airstrikes did succeed for Israel in stopping Hamas rocket fire from Gaza last summer, and for NATO in 1999 in getting Serbia to eventually relinquish Kosovo. But this was against state actors that ultimately felt beholden to their suffering populations.NO ALLY IN SYRIAWhereas in Iraq the coalition has a weak ally, in Syria it is hampered by having no real ally at all. Indeed, it has going out of its way to avoid the impression of working with the government of Bashar Assad, who many around the world see as having lost any legitimacy to rule.Despite calls by antiquities officials to help save Palmyra this week, the coalition refrained from interfering, launching one airstrike that struck only after the town had already fallen and Syrian government troops defending it had fled. The group “is nimble enough to move around their personnel and equipment to make up for any losses with tactical moves,” said Dubai-based geopolitical analyst Theodore Karasik. “The battlefield is very fluid.”At a meeting of top Arab officials sponsored by the World Economic Forum in Jordan last weekend, there was a strong sense that the coalition must reassess if it hopes to a avoid a protracted conflict, or some other version of failure. Some yearned for a return of the U.S. military, although none would say so on the record. After the grim experience for Americans in Afghanistan and Iraq since 2001, with thousands of U.S. lives lost and billions of dollars spent, it simply wouldn’t fly.All seemed to agree that a rethink was in order. But for now, the Obama administration remains opposed to sending U.S. forces back into combat in Iraq and is calling for patience and time to train Iraqis. Perhaps in the long run, a new pan-Arab strike force being promoted by Egypt might be the answer. As unhappiness mounts with the coalition performance, here are some issues to consider:YEMENAnother air campaign carried out by a coalition of Sunni Arab nations led by Saudi Arabia has had similarly disappointing results, this time against Shiite Houthi rebels who have seized much of Yemen, including the capital, Sanaa. After two months of airstrikes, the Houthis have been damaged, but they haven’t been expelled from any major areas they control. ___Perry reported from Cairo. Milstead says best way to stop wrong-way incidents is driving sober Comments Share BAGHDAD (AP) — It’s the modern era’s military strategy of choice: overwhelming air power delivering precision-guided punishment backed by intelligence on the ground, with minimal exposure for soldiers of the striking side.Seductive though it is to risk-averse governments with war-weary publics, the approach has its limits — and these are on display in Syria and Iraq, where a U.S.-led coalition has carried out over 4,100 airstrikes against Islamic State radicals yet failed to stop the extremists. Top Stories Instead, the U.S.-led coalition is working mainly in support of Syria’s Kurds, launching daily airstrikes that concentrate on areas around Kobani and the predominantly Kurdish province of Hassakeh in the northeast. Kurdish fighters, supported by air cover from the coalition, have made significant advances, taking back dozens of villages in recent days.THE PSYCHOLOGICAL EDGEIn any fight, it is the fearless side that usually enjoys the edge. Unlike Western troops, jihadis like the Islamic State group seem unafraid to die in airstrikes and pleased to dispatch suicide attackers who are difficult to stop. Facing a declared offensive by the Iraqi army in Anbar province, the militants did just that, unleashing a wave of suicide car bombings late Tuesday that killed at least 17 troops, including a top commander. It is part of the group’s psychological warfare: A seemingly inexhaustible supply of willing bombers at the wheel of explosive-laden trucks. High-definition propaganda videos follow, showing the vehicles speeding toward their targets before exploding, devastating Iraqi forces’ morale. The U.S. has promised to deliver more anti-tank weapons to counter the suicide bombers. But in a sign of the futility, the U.S. has had to devote some airstrikes to destroying U.S.-supplied tanks and other weaponry that the Iraqis have abandoned to the Islamic State fighters.
